First published in 1985, this is a short essay and analysis of the theory (and practice) of permanent repression. It posits that the state now views insurgency of the oppressed as a permanent condition, and hence has reacted accordingly - a strategy of permanent repression as the full-time task of the security forces. The author draws on the theories of low-level counter-insurgency, developed by the British in Northern Ireland, and their colonies, and how it has been applied here in North America, during the Reagan era. In this new edition, Kristian Williams points to the continuing relevancy for this analysis today.
